Originally recruited by Joyce Jenkins, Council became a force on the Hawks' back-court from 1996-2000. Over her four seasons in Princess Anne, she played in 111 games, placing her fifth in school history, and amassed 1,520 career points, standing third among the all-time scoring leaders.

During the 1999-2000 season, Council ranked 31st in the NCAA in scoring as a senior. Additionally, in her junior season, she finished 16th in the nation in steals. Council was ranked in the top ten in the MEAC in scoring and assists each of her final three seasons of college and was named to the league’s All-Rookie Team in her freshman campaign.

She finished her time as a Hawk as the school record holder in assists and steals, with 398 and 295, respectively. She is ranked in the top five for women’s basketball in 11 statistical categories, including second in career steals per game and in points in a season for her 538 point senior year. She owns over a dozen other top ten records for the school. 

Council went on to play professionally in Greece before returning back to the USA to start her own non-profit organization, "Hoopz & Dreamz, Inc." In addition, Council spent time as an assistant basketball coach for Wilmington University and a head coach for Churchland High School.
